Prevention Education Specialist - New Castle County

Carly Twilley is a devoted advocate for child safety and family well-being who has spent her entire life rooted in Delaware. After earning her Associates Degree in Human Services from Delaware Technical & Community College in 2001, Carly began a long and meaningful journey with Prevent Child Abuse Delaware (PCAD). Over the years, she has served in multiple roles, including Office Manager and Development Coordinator, where she organized fundraising and special events and worked closely with the Board of Directors.

After spending treasured time at home raising her two beloved children with her husband, Carly returned to PCAD as a Prevention Education Specialist. In this role, she teaches vital lessons on personal safety and abuse prevention to students from Pre-K through sixth grade—empowering young minds with the tools to protect themselves, express their feelings, and seek support from safe adults.

Her commitment to children extends beyond the classroom. Carly has served on the board of Fleece for Keeps, a nonprofit supporting children in Delaware’s foster care system, and continues to volunteer at her church, helping strengthen families and uplift her community. She believes deeply in the power of education, support, and love to create safer spaces for all children.
